Dean Pabuayon urges CEM constituents to take to heart UP’s public service role in nation-building during the 38th Foundation Day of the College of Economics and Management, UPLB

 On behalf of the faculty, researchers and staff of the College of Economics and Management, I warmly welcome you to CEM!  

 Today, we are just so happy and inspired that you are with us to celebrate the college’s 38th Foundation Day – as a college, we were founded in 1978, but we started as Department of Rural Economics under the College of Agriculture in 1919, that makes us a 97-year old academic insitution.  We are grateful to our predecessors (past faculty, researchers, staff and leaders) as well as the previous and present UPLB officials led by Chancellor Sanchez who contributed to the making of CEM to what it is today.  We are 3 academic departments (Agricultural and Applied Economics, Economics, Agribusiness Management and Entrepreneurship) and 1 institute (Cooperatives and BioEnterprise Development), with 2 more units going through the process of formal approval (the UP Agribusiness Center and Entrepreneurship or UP ACE and the Rural Economic Development and Renewable Energy Policy Program or REDREPP).  We are 62 faculty members with several faculty appointments still on  process, 4 REPS and more than 30 research project staff, 30 administrative staff (regular and NGWs) serving close to 1,500 undergraduate and graduate students through our BS, MS and PhD programs (on-campus and off-campus offerings) excluding those in the other colleges that we attend to through our service programs and courses.  

 On our foundation day, I would like to reiterate that the college is committed to doing its share in building UPLB and UP as a graduate, research and public service university.  We will do this hand in hand with the other units, and bearing in mind that UP must serve the Filipino people even as it strives to become a competitive world class and great university.  And I wish to connect CEM’s commitment to Chancellor Sanchez’ vision for UPLB – to become a globally competitive graduate and research university for national development.  I surmise that such vision highlights the public service role of the university and of every individual serving the university – and that becoming a great university is one of the means (not an end by itself) of becoming a great country.  In this regard, may I also share what Mr. Nelson Mandela said – (I quote) “What counts in life is not the mere fact that we have lived. It is what difference we have made to the lives of others that will determine the significance of the life we lead” (unquote). I wish and hope that this is something that we at CEM will take to heart as we perform every task in our basic functions of teaching, research and extension.

 Our celebration this year has a theme “One UP for Inclusive Agribusiness towards National Growth and Development” – a fitting example of how the College in collaboration with all the colleges and units hopes to contibute to the realization of the UPLB vision.  We understand that it is not merely the economics and management aspects that would matter if we are to pursue this mission; but it is actually our interconnectedness with the rest of UPLB and UP that will allow us to make a difference in the lives of our less fortunate countrymen.  So we hope that you can stand together with us and we all will rise as One in making agribusiness development broad based for everyone to benefit from it on a sustainable basis.  

 Today we recognize the outstanding achievements of our CEM colleagues – as when they excel in their performance, the college excels and so does the university.  As everyone moves forward to do his / her share and performs to the best of his / her ability and in passionate service, the whole university moves forward too.  I congratulate these CEM faculty and staff for their jobs well done.  But my congratulations go to all – everyone – wala pong maiiwan, sa buong CEM na patuloy na naglilingkod sa ating kolehiyo.  For everyone’s dedication and passion in serving UP, God bless us all!

 We also wish to pay tribute to someone in a very simple but special way, President Pascual – our One UP President, for his contribution to CEM as a professorial lecturer, unselfishly sharing his management and financial expertise and experience with our students and faculty, for always supporting CEM activities, and for making it possible for us to pursue our infrastructure development plan.  After this program we will have the groundbreaking ceremony to signal the formal process of the physical development of these projects – but we all have to be patient and give way for the normal course to proceed – all the documentation and bidding process to say the least as all the deans know, but I’m sure that we will get there, slowly but surely! – sa tulong po ni Chancellor at ng mga kasama natin dito sa UPLB.  



On that note, again, I wish to acknowledge and thank everyone for your time and continuing support to CEM in every endevour and challenge that we take.  We wish to assure you that we are all one with you in making UPLB and UP a university that is home to scholars, teachers, administrators, researchers, extensionists, administrative staff, and students who care about improving the quality of life of our people – and this will be our humble contribution toward achieving the global mission of having a humane and just society.
