PCAARRD and UPLB-CEM Conducts Training on Project Impact Evaluation

The Socio-Economics Research Division (SERD) of the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) and the College of Economics and Management of the University of the Philippines Los Baños (UPLB-CEM) jointly conducted a training course on project impact evaluation last November 7-10, 2016. The four-day course aimed to build the research capacity of its 31 participants in the conduct of impact assessment studies. The participants represented 23 state universities and colleges (SUCs) of the Philippines. Most of the participants hold graduate degree and are full-time faculty members in their respective SUCs.

Impact assessment studies evaluate the implementation of research and development programs and projects. While such projects and programs are implemented to improve farmers’ and fishermen’s productivity, cost efficiency, profitability, and welfare, impact assessment studies are conducted to evaluate whether these activities met their objectives or not.

The training course was conducted through lecture presentations with open fora, discussions, and workshop-exercises. The resource persons included faculty members of CEM’s Department of Agricultural and Applied Economics (DAAE), Department of Economics (DE), and Department of Agribusiness Management and Entrepreneurship (DAME). Dr. Marilyn M. Elauria facilitated the discussion on Impact Assessment Framework and Dimensions, and Data Collection Strategies. Dr. Nora DM. Carambas led the lecture on Adoption Studies in Impact Assessment, and Concepts of Productivity and Efficiency in Impact Assessment. Dr. Yolanda T. Garcia presented on the Analytical Framework for Establishing the Factors Affecting Adoption. Asst. Prof. Normito R. Zapata, Jr. taught the participants the Benefit-Cost Approach to Impact Assessment. Asst. Prof. Cenon D. Elca served as the overall training coordinator.

Based on participant feedback, the course attained its objectives. The participants specifically appreciated the speakers’ expertise, the course’s hands-on exercises and workshop activities, the breadth of lectures and topics discussed, and the readily available handouts, materials and references. C.
