The Institute of Cooperatives and Bio-Enterprise Development (ICOPED) is an academic unit under the College of Economics and Management (CEM), University of the Philippines Los Baños (UPLB). It was formerly the Agricultural Credit and Cooperatives Institute (ACCI) which was established in 1960 via a resolution signed by delegates from Cambodia, China, Indonesia, Korea, Japan, Thailand, Vietnam, and the Philippines. The resolution stated “that a Far East Agricultural Credit and Cooperatives Institute be recommended to be established in a country represented in the 1956 Far East Agricultural Credit Workshop”.
ICOPED provides a strong focus on the development of cooperatives as viable economic and social business enterprises through its instruction, research, extension and training, networking, and policy advocacy programs. This is consistent with the United Nations' framework that emphasizes "the contribution of cooperatives to socio-economic development particularly in poverty reduction, employment generation, and social integration".
Vision and Mission
ICOPED’s vision is to be a center of excellence for instruction, research, and extension in the field of cooperatives and bio-enterprise development in the Philippines and Asia. Its mission focuses on the following objectives:
ICOPED is strategically located in the municipality of Los Baños, province of Laguna, about 40 kilometers south of Manila. Being part of the UPLB campus, it provides opportunities for students, researchers, and clients to maintain productive relationships and networking with experts and resources of other UPLB units; government agencies such as PCARRD, PCAMRD, and other institutions under DENR and DOST; and international organizations such as IRRI, SEARCA, and Asian Biodiversity Center.
